Racial discrimination is forbidden under Title VII of the Civil Rights Act of l964. This law applies to all private businesses, federal and state governments, and educational organizations that employ 15 or more individuals. Title VII prohibits not only intentional discrimination, but also practices that have the effect of discriminating against individuals because of their race, color, national origin, religion, or sex.
